Colored Dyes Versus Paint
Painting concrete might seem like a good idea at the time but in reality it does more harm than good. Refreshing the concrete with paint creates a watertight seal which actually traps in the moisture. This will speed up the degradation of the concrete beneath. Also, if you decide to sell or you aren't happy with the results, changing them can be a real hassle. New cement won't stick very well to the paint so it would have to be taken off with a grinder or steel brush.
